Statement of International Civil Society Organisations in response to the abduction of Stephen Kwikiriza, community environmental defender in Uganda
Update Monday June 10: On the evening of June 9 Stephen has been found abandoned on the side of the road. His condition is bad, after having suffered severe beatings, mistreatment and abuse through the week. He is alive, safe and reconnecting with his family. We thank everyone that has shared the solidarity statement. This international pressure helped in ensuring his release.
June 8: This is a joint statement by over 115 international civil society organisations to call upon the Ugandan authorities to ensure the immediate and unconditional release of Stephen Kwikiriza, who has been held incommunicado since his abduction by plain clothed officers in Kampala on 4 June 2024.
On 4th June 2024, Stephen Kwikiriza, a member of the Kingfisher community was abducted in Kampala under alarming circumstances. The Kingfisher project is an oil project in western Uganda on the shores of Lake Albert, developed by the Chinese company China National Offshore Oil Company (CNOOC), of which TotalEnergies is the main shareholder. The project will extract oil to be transported by the East African Crude Oil Pipeline (EACOP).
Stephen went into town that morning. His wife later reported that he was abducted by the Uganda People's Defence Force (UPDF, Ugandan army) officers in plain clothes. He managed to send a text message to the Environmental Governance Institute (EGI), a local organization supporting project affected persons, confirming his arrest. No further communication has been received from Stephen since. All his known phone numbers are currently off. On 5th June 2024, Stephen's wife reported the case of the missing person at Seeta police station, but has yet to hear anything and still no information has been provided about him. The lawyers are finalising an application for habeas corpus demanding all the security agencies in Uganda to produce Stephen in court.
Stephen's abduction follows previous threats he received from the UPDF deployed in Kingfisher due to which he had been staying in an undisclosed safe location since mid-March. We are strongly concerned that the abduction of Stephen is a retaliation for speaking out against human rights abuses and threats to the livelihood of his community due to the Kingfisher oil project.
The abduction of Stephen fits into a broader pattern of indiscriminate violence against local communities, activists, students, journalists, and environmental groups speaking out against human rights abuses and threats to the environment due to oil projects in Uganda. On May 27th, seven Stop EACOP activists were arrested outside the Chinese embassy in Kampala for holding a peaceful demonstration calling on China to stop plans to support EACOP. They were released on police bond and are still battling police cases. Again, on May 30 2024, a group of project affected community members protested and later presented a petition to Daqing Oilfield Construction Group, a subsidiary of the Chinese state-owned oil and gas giant China National Petroleum Corporation (CNPC), concerning the impacts of the project on their livelihoods. On June 3rd, one of them was arrested and detained in Kikuube police station while others managed to escape and remain on the run.
The signatories of this statement stand in solidarity with Stephen, EGI and Ugandan civil society organisations and urge the Ugandan authorities to:
- Immediately and unconditionally release Stephen Kwikiriza, as the undersigned believe that he was abducted and is being held solely as a result of his legitimate and peaceful work in defence of human rights and the environment.
- Ensure Stephen's human rights are respected and, pending his release, ensure that the treatment of Stephen Kwikiriza adheres to the conditions set out in the 'Body of Principles for the Protection of All Persons under Any Form of Detention or Imprisonment', adopted by the UN General Assembly resolution 43/173 of 9 December 1988.
- Cease all forms of harassment of civil society organisations and community members living in and speaking out on the EACOP Kingfisher project and all other related oil projects, including the Tilenga project, and guarantee in all circumstances that they are able to carry out their legitimate human rights activities without fear of reprisal.

Of EACOP and tales of a defender in development
The Joke Waller-Hunter (JWH) Initiative creates opportunities for young people in the environmental sector in developing countries to unfold their full potential. By providing small grants to individuals to expand their knowledge, experience and training, the Initiative aims to strengthen environmental Civil Society Organisations capacity and efficiency. Ugandan forest defenders arrested
On September 16, 9 members of the Save Bugoma Forest Campaign in Uganda have been arrested. One of them works for AFIEGO, a partner organization of Both ENDS. The members of the Save Bugoma Forest campaign were in the Hoima province to take part in a peaceful demonstration aimed at stopping the destruction of Bugoma forest for sugarcane growing and oil activities.

Call for investigation of the death of Indonesian human rights defender Golfrid Siregar
Earlier this month, we learned that Golfrid Siregar, an Indonesian environmental lawyer working for our partner organisation WALHI died under suspicious circumstances. We call for a thorough and transparent investigation and have brought the case to the attention of the Indonesian embassy in The Hague and to the Netherlands' embassy in Jakarta.

Another brave human rights defender shot dead
We are outraged and saddened to hear that Hernán Bedoya, a brave Colombian community leader and human rights defender, has been brutally murdered. After numerous threats to his life and despite all the best efforts of local groups to provide him with protection (such as bullet proof vests, cell phone etc.) he was shot dead by paramilitaries last Friday the 8th of December, while riding home on his horse.

In solidarity with daughter of murdered Indigenous leader
On Tuesday 28 June, the Honduran organisation COPINH and the Global Justice Association filed a complaint with the public prosecutor in the Netherlands against Dutch development bank FMO. For COPINH, this is part of their continued efforts to bring to justice those involved in the murder of their leader Berta Cáceres. FMO financed the Agua Zarca project in Honduras in 2014. The new complaint is based on documents indicating that FMO's money has been used improperly.

Director of electricity company arrested in Berta Cáceres case
On Friday, March 2, the director of DESA, David Castillo, was arrested in Honduras on suspicion of involvement in the murder of Berta Cáceres, exactly 2 years ago. The Honduran government refused for a long time to not only detect the actual murderers, but also the intellectual authors of the murder of Cáceres.

All Eyes on the Amazon
Covering an area of 5.5 million km², the Amazon rainforest is the largest rainforest in the world. At least 12% of the forest has been lost in the last decades, and deforestation is still continuing at a rapid pace. Illegal logging, land grabbing and intimidation for agriculture, animal husbandry and mining are daily business, and impunity rules. 5 years after her murder, Berta Cáceres’ family is still waiting for justice
Today it is 5 years ago that Berta Cáceres was shot in haar home in La Esperanza, Honduras, for defending the rights of indigenous people. The leader of indigenous organisation COPINH resisted the Agua-Zarca hydropower dam that was planned to be build in indigenous territory. The actual murderers have been convicted, but not so the intellectual authors of the murders.

Senegal: 26 innocent people including Both ENDS' partner arrested in Senegal
Update October 27th:
Today our friends have been released after five nights in detention. We welcome this great news and we are happy and relieved that Babacar Diouf and the others who were arrested will soon be back with their loved ones.
Nonetheless this was a very bad signal from Senegalese authorities and police and an indication of the growing restriction on civic space in Senegal. It is unacceptable that freedom of expression is restricted, people should not have to go to jail for peacefully expressing their opinion - especially when their livelihood is at stake.

7 suspects of the murder of the Honduran Berta Cáceres were found guilty
On Thursday, November 29, seven suspects of the murder of Berta Cáceres (in March 2016) were found guilty. Members of the indigenous human rights organisation COPINH, of which Cáceres was the leader, and close relatives of Cáceres herself see the ruling as the first step towards justice for her murder and the recognition that the company DESA is co-responsible for this. They also point out, however, that the process was permeated with corruption, intimidation and other abuses from the very beginning, and that the masterminds behind the murder are still walking around freely.
